The Iraqi Parliament has refused to sign an agreement with Saudi Arabia for an exchange of prisoners and opposes Riyadh to have a similar pact with Tehran. It was quite expected as a result of the Al-Maliki government’s policies that obstruct Iraq’s relations with other Arab countries
