SIR CHRISTOPHER MEYER: Muddle at the heart of our foreign policy

Fairly or unfairly, mud has stuck to the Foreign Office in recent weeks. I have been reluctant to join in the chorus of condemnation over what has appeared to many as incompetence in the evacuation of British citizens from Libya
