WASHINGTON — The U.N. nuclear watchdog's governing board voted overwhelmingly Friday to censure Iran for its defiant nuclear policies and demanded an immediate halt to work on a uranium-enrichment plant built in secret in mountain tunnels south of the Iranian capital.
