US trade upgrade may come with sting for Russia

WASHINGTON — The Obama administration wants Congress to remove Soviet-era trade restrictions that have been a sore point in U.S.-Russian relations for decades. The conditions some lawmakers are demanding to make the change, however, may only worsen America's increasingly shaky relations with Moscow.
