US use of sanctions is riling some beyond the target countries

U.S. officials look on economic penalties as a weapon that can build pressure on foreign governments to stop doing things Washington doesn't like. But as the U.S. has used sanctions more, some European leaders have complained that the sanctions directed at opponents have begun to cause problems for its friends.
