شبه‌نظامیان هوادار ایران در عراق

در عراق شبه‌نظامیان شیعه تحت حمایت ایران، به شکل فزاینده‌ای در نبرد علیه داعش از باقی نیروها پیشی گرفته‌ و استراتژی آمریکا برای تقویت دولت مرکزی، بازسازی ارتش عراق و پیشبرد مصالحه با اقلیت سنی کشور را مورد تهدید قرار داده‌اند.

به گفته مقامات عراقی و آمریکایی، این شبه‌نظامیان با حدود ۱۰۰ تا ۱۲۰ هزار سرباز مسلح، ارتش فرسوده و ضعیف عراق را به سایه رانده‌اند؛ ارتشی که پس از شکست تابستان گذشته در موصل به نیرویی با ۴۸ هزار سرباز تقلیل یافته است.

حمله اخیر علیه نیروهای داعش که به رهبری سازمان بدر در استان دیاله انجام شد، موضع این شبه‌نظامیان را بیش از پیش، به عنوان نیروی نظامی غالب در نواری از جنوب تا کرکوک در شمال تثبیت کرد.

شبه‌نظامیان گاهی به تاکتیک‌هایی متوسل می‌شوند که سنی‌ها را بیشتر به عقب می‌راند و ابعاد نبرد فرقه‌ای را وسعت می‌بخشد.

آن‌ها همچنین نفوذ پیشین ایران در عراق را به شیوه‌هایی ایمن می‌سازند که بازگشت از آن دشوار خواهد بود.

جنگنده‌های آمریکایی از آسمان بمب می‌ریزند تا قدرت گروه‌های پیاده تحت حمایت ایران، که بصورت بالقوه دشمن آمریکا محسوب می‌شود، افزایش یابد، که به گفته تحلیلگران، نفوذ فزاینده شبه‌نظامیان این استراتژی را زیر سئوال برده است.

مایکل نایتز، از موسسه واشنگتن برای سیاست خاورنزدیک می‌گوید، اگر مبارزه به همین شکل ادامه یابد، این خطر وجود دارد که آمریکا داعش را شکست دهد اما در این میان عراق را به ایران ببازد. با این‌که حیدر عبادی از کمک آمریکا استقبال کرده و خواهان کمک‌های بیشتر است، اما قدرت شبه‌نظامیان می‌تواند سلطه او را تضعیف و عراق را به نسخه‌ای مشابه لبنان تبدیل کند که در آن دولتی ضعیف گروگان جنبش قدرتمند حزب‌الله شده است.

نایتز می‌گوید: «شبه‌نظامیان شیعه نمی‌خواهند آمریکایی‌ها آن‌جا باشند و هیچ‌وقت هم نمی‌خواستند.»

کریم النوری، سخنگو و فرمانده نظامی سازمان بدر که قوی‌ترین در میان گروه‌های مسلح محسوب می‌شود گفته است: «ما به آن‌ها [آمریکایی‌ها] نیازی نداریم، نه در زمین و نه در آسمان. خودمان می‌توانیم داعش را شکست دهیم.»

مقامات عراقی می‌گویند، شبه‌نظامیان خلاء بسیار بزرگی را پر کرده‌اند و در زمانی بسیار حیاتی قدرت نظامی و انسانی فراهم‌ آوردند و در عقب راندن داعش از بغداد کمک شایانی کردند. آن‌ها شکایت می‌کنند که کمک آمریکا بسیار دیر و دو ماه پس از پیشروی داعش به سمت پایتخت رسید.

شبه‌نظامیان که ترجیح می‌دهند خود را «نیروهای بسیج مردمی» بخوانند اشاره می‌کنند که مجوز مبارزه آن‌ها توسط دولت و همچنین فتوای آیت‌الله العظمی سیستانی صادر شده است.

سلسله مراتب شبه‌نظامیان در میان رهبران خود آن ها جابجا می شود و در بسیاری مواقع مستقیما به ایران می‌رسد.

شبه‌نظامیان شیعه متهم هستند، پس از عقب راندن نیروهای داعش از روستاهای سنی‌نشین، ساکنان غیرنظامی را کشته و خانه‌هایشان را سوزانده‌اند. سازمان بدر دست داشتن در این حوادث را رد کرده‌ و در عین حال اظهار داشته که ساکنان این روستاها غیرنظامی نبوده‌اند.

نوری می‌گوید: «... آن‌ها از افراد داعش بوده‌اند.

چه‌کار باید می‌کردیم؟ به آن‌ها گل سرخ بدهیم یا بکشیمشان؟»

کنت پولاک، از موسسه بروکینگز که به تازگی به بغداد سفر کرده می‌گوید: «عراقی‌ها آماده‌اند تا قلب سرزمین سنی‌ها را فتح کنند و این کار را با نیروهای شیعه انجام می‌دهند. جمعیت سنی وحشت کرده و این را هجوم شیعیان به سرزمینشان می‌دانند. این امر جنگ داخلی را خاتمه نمی‌دهد بلکه آن را دامن می‌زند.»
