قاچاق یک میلیارد دلار ارز

مقامات ایرانی و منابع اطلاعاتی و دیپلماتیک غرب می‌گویند، حداقل یک میلیارد دلار پول نقد برای دور زدن تحریم‌های غرب وارد ایران شده است.

تحریم‌های غرب، تهران را از سیستم بانکی جهانی جدا و دسترسی این کشور را به دلار آمریکا برای تبادلات بین‌المللی دشوار کرده است.

خزانه‌داری آمریکا در ماه دسامبر گفت، دولت ایران با استفاده از شرکت‌های ویترینی صدها میلیون دلار پول نقد بدست آورده است.

مصاحبه‌ رویترز با مقامات ایرانی و منابع دیپلماتیک و اطلاعاتی غرب، تلاش‌های گسترده تهران برای قاچاق ارز را نشان می‌دهد. این منابع می‌گویند، حداقل یک میلیارد دلار اسکناس در ماه‌های اخیر به ایران قاچاق شده و در این میان بانک مرکزی کشور نقش مهمی ایفاء کرده است.

سه منبع دیپلماتیک غربی و سه مقام دولتی ایران که بخاطر حساسیت موضوع نخواستند نامشان فاش شود می‌گویند، تهران از ماه مارس گذشته به دنبال راه‌هایی برای دسترسی به دلار بوده است. این منابع گفته‌اند، پول نقد توسط اشخاص از دبی یا ترکیه، یا از طریق مرز ایران و عراق وارد کشور شده است.

آن‌ها می‌افزایند، این پول‌ها پیش از ورود به ایران در دبی و عراق از مسیر صرافان و شرکت‌های ویترینی عبور کرده است.

یک دیپلمات غربی که امور ایران را دنبال می‌کند می‌گوید، بانک مرکزی ایران نیروی محرک تلاش‌های این کشور برای دسترسی به دلار بوده است.

مقامات ایرانی و غربی می‌گویند، بانک مرکزی به دنبال یافتن راه‌هایی برای دسترسی به دلار، در ماه‌های اخیر با نهادهای دیگر از جمله شرکت‌های تحریم‌شده ایرانی همکاری کرده است.

آن‌ها می‌گویند، بانک مرکزی به شرکت‌های ویترینی دستور داده تا در خارج از کشور دلار بخرند.

بانک مرکزی ایران، مقامات دولتی ترکیه، مقامات امارات متحده عربی و بانک مرکزی این کشور از اظهارنظر در این مورد خودداری کرده‌اند.

یک مقام دولت ایران که از چگونگی دسترسی به این دلارها باخبر بوده می‌گوید، برای تسهیل ورود پول به ایران شرکت‌های ویترینی مثل قارچ در دبی رشد کرده‌اند. این منابع می‌گویند، دلیل این‌که برای خرید دلار از صرافی‌های دبی از شرکت‌های متعدد استفاده می‌شود این است که حجم کلی دلار خریداری شده در این عملیات پنهان بماند.

به گفته این مقامات، اشخاص از دبی و گاهی از ترکیه با پروازهای فرست کلاس یا بیزنس کلاس با چمدان‌های پر از پول نقد به ایران می‌آیند.

سال گذشته پانل متخصصان شورای امنیت سازمان ملل در گزارش خود گفت: "این پانل از موسسات مالی و دولتی اطلاعاتی دریافت کرده که شرکت‌های ایرانی از طریق شرکت‌های تجاری یا شرکت‌های ویترینی در کشورهای همسایه فعالیت می کنند."

دستور دولتی ۱۳۶۲۲ آمریکا که در سال ۲۰۱۲ اجرایی شد، دولت ایران را از خرید دلار آمریکا منع کرده است.

منابع دیپلماتیک ایرانی و غربی می‌گویند، حدود ۵۰۰ میلیون دلار پول نقد از طریق عراق وارد ایران شده است. یک مشاور مالی دولت عراق به رویترز گفته، عراق یک منبع مهم دلار برای ایران بوده است، اما امسال دولت فروش دلار توسط بانک مرکزی به بانک‌های خصوصی و صرافان را محدود کرده تا خروج ارز از کشور را کنترل کند.

منابع می‌گویند، ایران ۵۰۰ میلیون دلار دیگر را از طریق دو شرکت ویترینی مستقر در دبی، که تحت تحریم‌های خزانه‌داری آمریکا هستند، تامین کرده است.

این رقم با تخمین خزانه‌داری در ماه دسامبر تطابق دارد.

یکی از آن‌ها شرکت بازرگانی سیما است که در سال ۲۰۱۳ به عنوان شرکت ویترینی دولت ایران مورد تحریم قرار گرفت. شرکت دیگر، بلفاست است که سال گذشته تحریم شد.

خزانه‌داری آمریکا می‌گوید، شرکت بلفاست بیش از ۲۵۰ میلیون دلار تبدیل کرده و سپس با چمدان وارد ایران کرده است. شرکت‌های سیما و بلفاست از اظهارنظر در این مورد خودداری کرده‌اند.
