گروه ۱+۵ و ایران پس از به نتیجه نرسیدن مذاکرات وین، توافق کردند برنامه اقدام مشترک را تا پایان ژوئن ۲۰۱۵ ادامه دهند. هدف آن‌ها این است که در مدت هفت ماه بتوانند در مورد جاه‌طلبی‌های هسته‌ای ایران به یک توافق جامع سیاسی دست یابند. آقای کری تمدید مذکرات را توجیه کرد و گفت در این مذاکرات "پیشرفتی واقعی و اساسی داشتیم و شاهد عرضه ایده‌های جدیدی بودیم. با توجه به میزان پیشرفتمان در یکسال گذشته، و خصوصا چند روز گذشته، زمان آن نیست که کنار بکشیم."

با ایجاد زمینه‌هایی سیاسی در کنگره آمریکا برای تحریم‌های جدید علیه ایران، آقای کری خواستار خویشتنداری از جانب سنای آمریکا شد. وی گفت: "من برای نمایندگان کنگره آمریکا احترام زیادی قایلم.

فیلیپ هاموند، وزیر خارجه بریتانیا گفت، این تمدید "به این معنی نیست که حالا مذاکرات فرو خواهد نشست."

حسن روحانی که آینده سیاسی‌اش بستگی به توافق هسته‌ای دارد، روز دوشنبه گفت، مطمئن است "مسیر مذاکرات، دیر یا زود به توافق جامع می‌انجامد. ملت ایران... به پیروزی نهایی دست خواهد یافت. من شکی ندارم. جهان راهی جز مذاکره با نمایندگان ملت ایران ندارد."

بیانات آقای روحانی به روشنی برای روحیه دادن به مردم ایران صورت گرفت، زیرا بسیاری از ایرانیان از شنیدن خبر تمدید مذاکرات ناراحت شدند.

بنفشه، یک زن خانه‌دار می‌گوید: "اگر مذاکرات هسته‌ای ایران تا ابد ادامه پیدا کند چه؟ این یعنی تحریم‌ها تا ابد ادامه خواهد داشت."

آقای روحانی گفت، پیشرفت‌های خوبی در مذاکرات هسته‌ای صورت گرفته و بسیاری از شکاف‌ها از میان برداشته شده و فقط چند قدم دیگر لازم است.

رئیس‌جمهور ایران گفت، در عین حال که ایران از حقوق هسته‌ای خود کوتاه نخواهد آمد، دیپلماسی می‌تواند به برداشته‌ شدن تحریم‌ها، از جمله محدودیات سازمان ملل بیانجامد. وی گفت: "من قول می‌دهم چرخش سانتریفیوژها متوقف نشود اما مردم هم باید زندگی خوبی داشته باشند."

طبق مفاد تمدید مذاکرات، ایران ماهیانه ۷۰۰ میلیون دلار از دارایی‌های مسدودشده خود را در عوض توقف غنی‌سازی بالای ۵ درصد دریافت خواهد کرد.

قرار بود مذاکرات وین نیمه‌شب روز دوشنبه پایان یابد. اما وزرای خارجه فرانسه، آلمان و بریتانیا و آقای کری روز شنبه در محل اقامت سفیر بریتانیا در هنگام شام به این نتیجه رسیدند که بدون تغییر موضع شدید ایران، توافق امکان‌پذیر نخواهد بود.

از بن‌بست‌های مذاکرات، تعداد سانتریفیوژهایی ا‌ست که تهران اجازه خواهد داشت فعال نگه دارد و همچنین زمان‌بندی برای لغو تحریم‌ها.

آقای هاموند گفت: "همه ما اعتقاد داریم، آن‌قدر پیشرفت کرده‌ایم که ارزش ادامه را داشته باشد." بسیاری شک دارند که ایران و ۱+۵ بتوانند تا پیش از ماه مارس به اجماع سیاسی دست یابند. آقای هاموند گفت: "هدف این است که به توافقی دست یابیم که مفادش برای مردم عادی قابل فهم باشد. سپس کارهای تکنیکی بیشتری انجام خواهد شد و متخصصان آن‌ها را به مفاهیم فنی دقیق ترجمه خواهند کرد که بصورت عملی چه اتفاقی باید بیافتد."

تمدید مذاکرات برای هر دو طرف یک تنگنا ایجاد می‌کند: از یک طرف، مذاکره‌کنندگان وقت دارند مسایل حل‌نشده بین دو طرف را به خوبی حل کنند؛ از طرف دیگر هر چه مذاکرات بیشتر طول بکشد، بیشتر هدف حملات تندروهای ایران و راست‌گرایان محافظه‌کار سنای آمریکا که به تازگی به کنترل جمهوریخواهان درآمده قرار می‌گیرد.

طرفین در مذاکرات مقدماتی عمان به اختلافات بنیادین برخوردند و به بن‌بست رسیدند.

مذاکرات آخر هفته متمرکز بر مسایل کلیدی غنی‌سازی اورانیوم و تعداد سانتریفیوژهای ایران و همچنین نحوه بازرسی‌های بین‌المللی بود.

طبق برنامه اقدام مشترک که نوامبر گذشته با تهران امضاء شد، اعضای ۱+۵ یکسال به خود وقت دادند تا در عوض پایان دادن به تحریم‌های بین‌المللی، توانایی ایران برای ساخت سلاح هسته‌ای را از بین ببرند.
