اختلاف اوباما و نتانیاهو

روز دوشنبه اختلاف اخیر اوباما و بنیامین نتانیاهو، بر سر سخنرانی ماه آینده نخست‌وزیر اسرائیل در کنگره آمریکا و مسیر مذکرات هسته‌ای ایران علنی شد.

آقای اوباما در یک کنفرانس خبری در کاخ سفید، نارضایتی خود را از سخنرانی نتانیاهو در جلسه مشترک کنگره، که به دعوت جان بوئنر رئیس مجلس نمایندگان آمریکا انجام شده ابراز کرد و گفت، سفر او دو هفته پیش از انتخابات اسرائیل اقدام مناسبی نیست.

آقای اوباما با دفاع از تصمیم خود مبنی بر عدم ملاقات با آقای نتانیاهو در طول اقامت وی در آمریکا گفت: "مهم است که به پروتکل‌ها پایبند باشیم، چون روابط آمریکا و اسرائیل مربوط به یک حزب خاص نیست. برای حفظ این ویژگی لازم است از اقداماتی که این رابطه را درگیر سیاست‌های حزبی می‌کند خودداری کنیم."

اما آقای نتانیاهو به رغم فشارهای فزاینده در کشورش و در آمریکا برای لغو این سفر، وعده داد سخنرانی خود را به منظور درخواست از نمایندگان آمریکا برای اعمال فشار بیشتر بر ایران به انجام برساند.

مناقشه بر سر سیاست و پروتکل، شکاف بین رئیس‌جمهور آمریکا و نخست‌وزیر اسرائیل را بر سر مذاکرات هسته‌ای با ایران عمیق‌تر کرده است.

"روز دوشنبه اختلاف اخیر اوباما و بنیامین نتانیاهو، بر سر سخنرانی ماه آینده نخست‌وزیر اسرائیل در کنگره آمریکا و مسیر مذکرات هسته‌ای ایران علنی شد"آقای اوباما اصرار دارد، برای نتیجه دادن مذاکرات دیپلماتیک باید صبور بود و آقای نتانیاهو نسبت به توافقی که موجودیت اسرائیل را مورد تهدید قرار خواهد داد هشدار می‌دهد.

آقای نتانیاهو روز دوشنبه در جلسه انتخابات حزب لیکود در اورشلیم گفت: "در مونیخ توافق بد با ایران در حال شکل‌گیری است، توافقی که موجودیت اسرائیل را به خطر می‌اندازد. به این منظور برای سفر به واشنگتن و اعلام موضع اسرائیل در مقابل کنگره و مردم آمریکا مصمم هستم."

آقای اوباما عنوان کرد، با این‌که لزومی به تمدید مهلت ۳۱ مارس برای تعیین چارچوب توافق جامع نمی‌بیند، اما مهم است پیش از اعمال تحریم‌های بیشتر به مذاکرات فرصت داده شود.

اوباما در کنفرانس خبری مشترک با انگلا مرکل صدراعظم آلمان در کاخ سفید گفت: "منطقی نیست یک یا دو ماه پیش از به نتیجه رسیدن مذاکرات، این روند را به خطر بیندازیم؛ ما باید این کار را تمام کنیم."

آقای اوباما گفت، اگر توافقی حاصل نشود، با کنگره برای اعمال تحریم‌های "حتی سخت‌تر" همکاری خواهد کرد. وی افزود: "اما عجله برای چیست؟"

اما حتی فراتر از مسایل پیرامون مذاکرات هسته‌ای، مناقشه سیاسی بر سر زمان‌بندی سفر آقای نتانیاهو، هم در آمریکا و هم در اسرائیل هنوز باقی است.

وقتی از آقای اوباما پرسیده شد که آیا از برنامه سفر آقای نتانیاهو "خشمگین" شده است، در حالیکه کنار خانم مرکل ایستاده بود پاسخ داد: "من هرچقدر هم که آنگلا را دوست داشته باشم، اما اگر دو هفته با انتخابات فاصله داشت، احتمالا دعوت‌نامه‌ای از کاخ‌سفید دریافت نمی‌کرد و حدس می‌زنم خود او نیز چنین درخواستی ارائه نمی‌داد."

سخنگوی نتانیاهو در مورد بیانات آقای اوباما اظهارنظر نکرد. وی همچنین از صحبت در مورد گزارش روز دوشنبه رویترز مبنی بر این‌که، در اسرائیل صحبت‌هایی در مورد احتمال تغییر محتوای سخنرانی آقای نتانیاهو در جریان است، خودداری کرد. رویترز به نقل از یک منبع نزدیک به دفتر نخست‌وزیری گزارش داد، گزینه‌هایی در حال بررسی است که آقای نتانیاهو در جلسه غیرعلنی کنگره سخنرانی کند یا این‌که همان هفته در دیدار سالانه کمیته روابط عمومی آمریکا و اسرائیل در واشنگتن صحبت کند.

سخنان آقای نتانیاهو در جلسه حزب لیکود نشان‌دهنده عدم صحت این گزارش است.

آقای نتانیاهو در میانه کمپین پرحرارت انتخاباتی خود، برای لغو این سفر تحت فشار زیادی قرار دارد.

یهودا بن مئیر متخصص امنیت ملی و افکار عمومی در موسسه مطالعات امنیت ملی دانشگاه تل‌آویو می‌گوید: "به نظر می‌رسد افکار عمومی اسرائیل بیشتر و بیشتر متوجه شده که این کار از ابتدا اشتباه بوده است. کل این ماجراجویی به انتخاب نتانیاهو کمک نمی‌کند و ممکن است حتی به او آسیب برساند."

یک نظرسنجی در اسرائیل نشان داده که بیش از نیمی از شرکت‌کنندگان معتقدند نتانیاهو باید سفرش را لغو کند. تنها یک سوم گفته‌اند موافق این سخنرانی هستند.

روزنامه هاآرتص روز دوشنبه گفت: "نتانیاهو به جای این‌که به عنوان نخست‌وزیر مسئولانه رفتار کند، اصرار دارد شکاف با آمریکایی‌ها را عمیق‌تر کند.

به این ترتیب او مهمترین رابطه خارجی اسرائیل را به خطر می‌اندازد."

در آمریکا، بسیاری از دموکرات‌های کنگره و جو بایدن معاون رئیس‌جمهور، که به عنوان رئیس سنا معمولا به شکل تشریفاتی در جلسات شرکت می‌کند، گفته‌اند احتمالا در این سخنرانی شرکت نخواهند کرد.
