فرماندهان نظامی ایران در عراق

بیلبوردهای پرشماری در مرکز بغداد، چهره یک فرمانده با موهای جوگندمی را نشان می‌دهد که با چشمانی نافذ به پایتخت عراق نگاه می کند. البته این فرمانده نظامی عراقی نیست. او ایرانی است. این پوسترها تازه در شهر نمایان شده‌اند و نفوذ ایران در بغداد را نشان می‌دهند.

عراق کشوری عرب‌نشین است.

در واقع شیعیان عراق پس از شکست ارتش این کشور در تابستان گذشته، اعتمادشان را معطوف به شبه‌نظامیان تحت حمایت ایران کرده‌اند. ده‌ها گروه شبه‌نظامی زیر چتر شاخه‌ای سری از دولت گرد آمده‌اند که "کمیته بسیج مردمی" نامیده می‌شود. این شاخه رسمی که توسط نوری المالکی نخست‌وزیر پیشین عراق ایجاد شد، اکنون در بسیاری از عملیات امنیتی عراق نقش اصلی را ایفا می‌کند.

تاکنون کسی چیز زیادی در مورد این دسته نمی‌دانست. اما مقامات کلیدی کمیته بسیج مردمی، در رشته مصاحبه‌هایی که با رویترز انجام داده‌اند، جزئیات نحوه همکاری گروه‌های شبه‌نظامی، بغداد و ایران و نقش مستشاران ایرانی در داخل این گروه و جبهه‌های نبرد را شرح داده‌اند.

از کسانی که با رویترز گفتگو کرده‌اند می‌توان به دو مقام ارشد سازمان بدر و فرمانده گروه شبه‌نظامی تقریبا جدیدی به نام "سرایا الخراسانی" اشاره کرد.

به طور کلی این کمیته بر ده‌ها شاخه نظارت دارد و آن‌ها را سازماندهی می‌کند. افراد این گروه‌ها به درخواست آیت‌الله العظمی علی سیستانی مسلح شده‌اند اما همچنین به راهنمایی‌های مذهبی آیت‌الله علی خامنه‌ای در تصمیمات خود برای نبرد و دفاع از عراق نیز اشاره می‌کنند.

حیدر الامیری، رهبر سازمان بدر به رویترز گفت: "اکثریت ما اعتقاد دارند که... خامنه‌ای تمام خصوصیات یک رهبر اسلامی را داراست. او نه تنها رهبر ایران بلکه رهبر امت اسلامی است. من به این اعتقاد دارم و به آن افتخار می‌کنم. خامنه‌ای منافع مردم عراق را بالاتر از همه‌چیز قرار می‌دهد."

رئیس کمیته، جمال جعفر محمد یا ابومهدی المهندس، از فرماندهان سابق سازمان بدر است که زمانی علیه صدام حسین می جنگید و مقامات آمریکایی او را متهم به بمبگذاری در سفارت آمریکا در کویت در سال ۱۹۸۳ کرده‌اند.

مقامات عراقی می‌گویند، مهندس دست راست قاسم سلیمانی، فرمانده نیروی قدس سپاه پاسداران ایران است. برخی از مبارزان گروه‌های شبه‌نظامی، مهندس را ستایش می‌کنند و می‌گویند او "فرمانده تمام سربازان است و کلامش مثل شمشیر بالای سر تمام گروه‌هاست."

مهندس، سلیمانی و امیری ۲۰ سال است که یکدیگر را می‌شناسند. یکی از فرماندهان سازمان بدر می‌گوید: "سلیمانی از آغاز تا پایان نبرد در مرکز فرماندهی عملیات فعالیت می‌کند و آخرین کارش هم عیادت از زخمی‌های نبرد در بیمارستان است."

مقامات عراقی و کرد، تعداد مستشاران ایران در عراق را بین ۱۰۰ تا چندصد نفر تخمین می‌زنند که از ۳۰۰۰ افسر آمریکایی آموزش‌دهنده نیروی‌های عراقی کمترند. اما از بسیاری جهات نفوذ نیروهای ایرانی بسیار بیشتر است.

العبادی، نخست وزیر عراق می‌گوید، ایران از روز اول نبرد با داعش، به نیروهای عراقی و داوطلبان شبه‌نظامی سلاح و مهمات می‌رساند.

ایران سرباز هم به منطقه گسیل داشته‌ است. بسیاری از مقامات کرد می‌گویند، وقتی داعش در تابستان به مرز ایران و عراق نزدیک شد، این کشور سربازان خود را برای مبارزه با دولت اسلامی وارد عراق کرد. یکی از مقامات ارشد منطقه خودمختار کردستان عراق می‌گوید، سربازان ایرانی اغلب با نیروهای عراقی همکاری می‌کنند.

کاظمی از مقامات ارشد سازمان بدر می‌گوید: "آمریکا تمام این سال‌ها کنار ارتش عراق بود و هرگز به آن‌ها یاد نداد چطور از پهبادها استفاده کنند یا چگونه شبکه‌های ارتباطی بسیار پیچیده بسازند، یا این‌که چطور ارتباطات دشمن را ردیابی کنند. حالا کمیته بسیج مردمی با کمک مستشاران (ایرانی) می‌دانند چگونه پهبادها را کنترل کند و بسازد."

یکی از گروه‌های شبه‌نظامی شیعه که نفوذ ایران در عراق را به بهترین نحو نشان می‌دهد "سرایا الخراسانی" است.

این گروه در سال ۲۰۱۳ در واکنش به درخواست آیت‌الله خامنه‌ای برای نبرد با جهادی‌های سنی در سوریه و عراق تشکیل شد.

سرایا الخراسانی مسئول نصب بیلبوردهای بغداد است که تصویر حمید تقوی فرمانده ایرانی و از اعضای سپاه پاسداران را نشان می‌دهد. تقوی که بین گروه‌های شبه‌نظامی به ابومریم مشهور است دسامبر گذشته در شمال عراق کشته شد. او برای بسیاری از مبارزان شیعه عراقی یک قهرمان است.

در مراسم تدفین تقوی، علی شمخانی رئیس شورای امنیت ملی ایران گفت، او یکی از ایرانی‌هایی بود که در عراق از سامرا دفاع کرد و خون خود را داد تا ما مجبور نباشیم در تهران خون خود را از دست بدهیم.

"در واقع شیعیان عراق پس از شکست ارتش این کشور در تابستان گذشته، اعتمادشان را معطوف به شبه‌نظامیان تحت حمایت ایران کرده‌اند"سلیمانی و امیری از سازمان بدر نیز در میان سوگواران بودند.

یک مقام ارشد کرد پیش‌بینی می‌کند که شبه‌نظامیان شیعه تبدیل به یک نیروی دائمی، مشابه سپاه پاسداران ایران خواهند شد. وی گفت، در آینده "دو ارتش در عراق وجود خواهد داشت."

این می‌تواند برای آینده عراق پیامدهای زیادی داشته باشد. گروه‌های حقوق بشر، شبه‌نظامیان شیعه را به آواره کردن و کشتار سنی‌ها در مناطق آزادشده متهم کرده‌اند. فرماندهان این گروه‌ها چنین ادعاهایی را به شدت رد می‌کنند.

یک مقام ارشد شیعه منتقد سرایا الخراسانی می‌گوید، این گروه‌های شبه‌نظامی که از آزادی عمل کامل بدون مشورت با ارتش یا نخست‌وزیر برخوردار اند، می‌توانند ثبات عراق را تضعیف کنند. این مقام، بدر را قدرتمندترین نیروی حاضر در کشور خواند که حتی از نخست‌وزیر هم نیروی بیشتری دارد.

امیری، رهبر بدر چنین ادعاهایی را رد می کند و می‌گوید، برنامه‌های خود را برای تایید مستقیما به عبادی تسلیم می‌کند.
